If yes,then why is not an adverb?

It depends whether it is the comparative of the adjective "good" or the adverb "well".

I think he looks well, but she looks better. "well" and "better" - adverbs.
I think he looks good, but she looks better. "good" and "better" - adjectives.

English (unlike French, for example) has no way to distinguish between the comparative of "good" - an adjective - and the comparative of "well" - an adverb.

By the way "looks well" is "looks healthy", "seems to have recovered from illness"; "looks good" is "has a pleasant appearance".
