Tokyo's population is larger than Osaka's.

The population of Tokyo is bigger than that of Osaka.

The population of Tokyo is bigger than Osaka.

Are they all correct?

All except the last one. You're comparing apples and oranges, as they say. You need at least an "apostrophe - s" on Osaka.
