I  heard Bob play this song last night in Orlando and I stumbled upon your discussion while looking for the lyrics.
I have a couple of thoughts:
It seems to me that the song is about loss.  Not only is he losing her when she goes across the ocean, but she is also losing him.  Her dialogue with the boy shows that she is ready to move on, willing to replace his role in her life with travel. but the male remains attached to the girl and cannot give her up.  The first stanza shows how the boy remains committed to the girl, but the girl is ready to drop the relationship.  The last two stanzas occur after her leaving, as the narrator tells of a letter he recieved, discovering "Your heart is not with me / But with the country to where you're goin."  When the narrator sees proof of the girl's success in moving on, he has no other option to abandon his own love and symbolically asks for the boots of spanish leather, a practical and valuable gift.  The boots become a marker for the narrator's commitment to go on with his life without the girl, and a way for the couple to heal their loss, and to tie up the loose ends of their relationship.

The boots will be on his feet wherever he goes.  This can mean he will always have her with him or he is stepping on her love, depending on how optimistic or pessimistic you are I suppose.  Could also be she will be giving him the strength (leather) to keep on walkin without her.

i think that it's about a spanish woman(he talks about barcelona and madrid too, so spain is not a "random" word ) that he's leaving...and the boots represent a piece of her...her heart if you want
