I am reading Further and  Higher Education Act 1992 and have difficulty understanding a few phrases and texts. Hope you can help me.

When an organisation makes by-laws, what  kind of rules will be written as by-laws?

" 1986. c. 45 as amended by Enterprise Act 2002 ( c. 40 )" . What does "amended" mean?

“ … the disqualification shall cease on the date on which the payment is completed  and in any other case it shall cease on the expiration of three years from the date on which the terms of the deed of composition, arrangement or individual voluntary arrangement are fulfilled ." Disqualification shall cease three years after the payment is completed ?

"" For the purpose of this regulation there shall be disregarded  any conviction by or before a court outside the United Kingdom for an offence in respect of conduct which, if it had not taken place in the United Kingdom, would not have constituted an offence under the law then in force anywhere in the United Kingdom . " If an offence takes place outside the United Kingdom and the offence does not constitute an offence under the British law, it is not considered an offence? Thanks for your help.

Hi.

Bylaw - your example is not a bylaw. Bylaws are passed by local authorities (councils) and relate only to local matters. They are not the same as the main national legislation.  Most bylaws just tell people how they should behave in a certain area. For example, bbqs are not allowed in this park. Or, no noisy businesses are allowed to operate in that area.

Anyway, I think your interpretation is correct.
