I've run into following questions. 

which one is correct

1.  You have to file an appeal by the 6-month deadline
2. You have to file an appeal within the 6-month deadline

I've run into following questions. 

which one is correct

1.  You have to file an appeal by the 6-month deadline   Correct
2. You have to file an appeal within the 6-month deadline Incorrect.

The deadline is the date of the day that comes at the end of the 6-month period.
You have to file an appeal within the 6-month period before the deadline.
