This text is a case study in why abbreviations should NEVER be used in business communications!  Here are my suggestions:

Delivery time -- I presume that this is the title for the next two lines below

ETD Pluritec premises by week 9. -- Estimated time of delivery to the Pluritec office/factory/facilities is in the the 9th week from  (now / manufacture / purchase order date) at the latest.

Shipment on the first available vessel. Last shipment date on L/C 10/03/2008
-- It will be shipped as soon as possible.  The latest shipment date according to the letter of credit is October 3rd or March 10th, 2008.
