Camp is used by various segments of society to mean different things.  In a gay sense, it is anything that emphasizes the feminine style of dress, walking, general appearance.  More generally, it describes something as anything from artificial to banal.  Knickers are an old-fashioned style of trousers gathered below the knee.  The are now outdated (artificial to modern dress).

I'd just like to add that 'knickers' is still frequently used in British English to refer to what Americans usually term 'panties' (i.e. women's underwear). It also appears in the British slang expression "Okay, don't get your knickers in a twist!" meaning "Don't get upset over something trivial".
