No, i think it means that the 'superior', or the majority are against the minroity. However, both can be racially prejudiced towards each others. For example, at one time, 'blacks' were taken as slaves becasue they were 'more primitive'. That is a racist thought. However, 'blacks' can also comment that 'whites' are god-less, or evil or whatever, which is also racist. It goes both ways, and to stop racism, we should all stop being racist, whether in a majority or minoity. In a personal viewpoint, I am in both (skin colour and language being the two elements involved here).
