The 'and' is certainly ungrammatical, and is perhaps a typo of some kind. The word 'then' should also be 'than'.
Without a context, I have trouble understanding the meaning of this sentence. Under what circumstances might strengthening China be the overriding purpose of politics? Does 'politics' here refer to Chinese politics?
