So my father purchased a car and Texas state sent him a note saying "Texas approval of title" or something like that. But on the far up it says :" Within 20 days of this note the purchase must apply for a new title unless the dealer purchases the car". What does it mean?

Your father received a temporary title.  He must go to the appropriate government office and apply for a new title within 20 days of the date on the note.  Unless he is a car dealer.
