To buy a car in California, you have to have a California driver's license.
To get a driver's license, you have to take a driver's test.
To take the driver's test, you have to have a car.
Catch-22. Circular (usually bureaucratic) requirements or
regulations which make it impossible to achieve some desired outcome.
