catch-up means to get as far as others have already gotten.

So, since this sounds like an ad for a school, they give help to children that (as an example) don't know how to read, when other children their age usually can. Support is something that helps another thing. In this context, it is teachers giving extra help to children that don't learn as quickly as others.
