hello,
as far as i know certificate of good standing is issued for practice of medicine and u apply for it in your hospital.
i'm not sure wether it is issued for study of medicine.
in this case try your university from which you graduated.

 I am afraid this organization - Ukranian Medical Council - being just is a charity (something like an NGO), has no official mandate from  the health authorities in Ukraine, and therefore has no legasy to issue any official papers (as it clams to). Good standing certificate is a document is only being issued by the health/medical authority or institution where the applicant works (or had been recently working).
