Changes in the punctuation of ''to form the plural...

Please consider these sentences:

1: To form the plural of most words ending in ''f'' or ''fe,'' add an ''s.''

2: To form the plural of the most words ending in ''f'' or ''fe'', add an ''s''.

I found sentence 1 in a certain book. In sentence 2 I have made some changes to reflect my problems with sentence 1.

 the most : I was told that the is always used in front of most.

''fe'', : Is this change correct?

''s''. : Full stop belongs to entire sentence not just to ''s'', therefore full stop shouldn't be included in inverted commas because these inverted commas explicitly belong to s.

In this case, "most" is not a superlative (which takes "the").  Rather, it is a simple adjective meaning "the greater number".  "Most people are happy; the most happy are those who have productive lives."
