The concept of co-housing is relatively new in Australia and there are only a handful of examples around the country. But as the gap between rich and poor continues to widen, co-housing offers a viable alternative to conventional subsidised housing. This cooperative concept of co-housing development in South Hobart has 11 houses in the complex and was built 10 years ago. It is a model of living that attempts to evoke the community spirit of the traditional village.

Co-housing is a community who live in seperate homes but have close relation with the neigbours, usually share a kitchen, or other fascilities: http://en.wikipedia.org/wiki/Cohousing

Co-housing gives the residents the chance of having a more social and co-operative lifestyle instead of a quiet one.

"Subsidized": every user takes part in the costs; the costs are shared among all the users. (I didn't spot the word in the article, though)

In the U.S., subsidized housing is generally apartments that the government covers part of the cost for.  You are eligible for it if your income is low. Generally, they aren't the nicest places in the world, but the people who live there pay less than the average rate for similar apartments.  Some can be quite nice, but some are utter slums.  You might also hear it referred to as "the projects."

So a "viable altnerative to subsidized housing" means "an idea that could work instead of what I described above.
