What does this mean?

This man is talking about the gun.

I just partially explained this in your other thread, Manohonor:

The loading port is where you put the bullets into the rifle, and the cocking action is the use of the lever to 'cock' or prepare the hammer for firing the next bullet.

The man is extolling the advantages of this particular model.
