Question: when do collective nouns have to take plural concord with the personal pronoun(s) and the verb(s)?

My clumsy try:

It depends if your views are inside of the collective noun to describe its components' state, nature, etc... or outside of it to mention the collective noun as an integer, especially while comparing it with other units at the same level.
