Sir, I would like to be informed about the format of a college transfer certificate. I had taken admission in a college (classes are yet to start) and have recently got a better offer than the previous one. I need to submit a relevant transfer certificate for that. I would be utterly grateful if you kindly post the format.

You cannot make one yourself.  You must request one from the college from which you are transferring.
