Comes to call means the same as comes to visit or comes to see a person.
Too close to call means that they can't tell who or what is going to win, as in a race or an election.
Rules is often used as slang in America to mean something is good, as in "Pizza rules."
Reign refers to the leadership of kings or queens , as in "Queen Elizabeth reigns over England"
Yes, rule and reign can both mean to lead a nation or group but, reign is more formal that rule.
