You may use comma as well as you may not.

This means that you are not considering the sentence between the commas most necessary, since as you see you can get the meaning even without writing it.

Wherever is power there is no innocent, everyone is guilty. Therefore disorder occurs.

Same as before, but here it's the latter sentence to be the one which can be eliminated without changing the meaning.

i myself believe in this that where there is power , there is no innocent is a conditional sentence and all conditional sentences have following structure

If cluase , main cluase

then you need to use comma
