I think there should be a comma before "counseling". Because the retailers counsel for the works, not "human rights" counsel for the workers. Right?

Context:

On the other, image-conscious U.S. retailers who buy Dongguan's shoes have demanded better treatment and human rights counseling for the workers, encouraging them to step up and make demands for change.

No, no comma.

The retailers have demanded two things:

They have demanded better treatment for the workers.
They have demanded counseling (
What kind of counseling have they demanded?
Counseling concerning human rights, i.e., human rights counseling.
