Hi everyone,

In the following passage, what is the best interpretation for the sentence marked in red?
With the comma(,) before "and", I am confused about the meaning.
Does that mean "It is said that pirate groups cooperate well with each other, and it is said that there has been little conflict among them." or "It is said that pirate groups cooperate well with each other. And there has been little conflict among them."

The intention is surely that both points are 'said'.  The comma is in error.
