Comma in heading

While proofreading a newsletter for an organization I belong to, we had a little argument regarding the heading of an announcement: "Attention All Members". There was one person who insisted on a comma after "attention". While I couldn't argue with her basic premise, I felt that it was rather silly, if not unnecessary, to insist on it in the case of a heading. What do you gurus think?

Hi Philip

It has been customary for a long time to leave out commas in short headings like yours even though a comma would slightly improve intelligibility.
