comma usage

The failure of many of these secular liberal or socialist societies to establish real justice for the majority and to free the society from western economic neocolonialism, sparked a second anticolonial movement that has focused on religious renewal.

Can I insert comma before "to establish"?  Will the context be parenthetical? Please advise.

First: No comma before to establish.  the context of the nonfinite clause is restrictive of failure, not parenthetical.
Second:  definitely NO comma before sparked.  You cannot place a single comma between Subject and Verb.
