Is that grammatically correct? Seems OK to me.
I guess I'm having trouble using commas to contrast coordinated elements: The speaker seemed innocent, even gullible. OK
Maybe, I'm having trouble with using commas to set off phrases that refer back to the begining of the sentence: Lisa waved at Nancy, who was laughing joyously. OK. But I don't see a phrase here that refers back to the start of the sentence. I see a subordinate clause describing the object.
What does this fall under? Bihar Chief Minister Nitish Kumar today honoured 470 policemen, including three police superintendents and 15 deputy police superintendents Are you asking about the 'including .... ' phrase? I guess you could call it a Setting off Phrase, if that means an adjectival phrase.
