Commas and spacing after sentences

When using a comma in a list or series is it now correct to omit the last comma before the "and" (i.e. good, bad and ugly)? I need the document name or reference authority on this?

Is it now correct to space only once between sentences (as opposed to twice)? I need the supporing document name or reference authority?

It is always correct to use the Oxford comma. I would argue that it is even more correct than omitting it. At any rate, it is definitly much clearer.

The two spaces "rule" seems to be obsolete. One, two take your pick.
