No.  Advised or suggestion is redundant, the clauses are ill-fitted, and there is at least a preposition missing.

As I said, advice or suggestion is redundant-- they mean the same thing, so you don't need both.


What he advised them was to improve their communication skill in English.
or
What he suggested to them was to improve their communication skill in English.
