Bunches of flowers cover the float.

The simple subject is just the noun:  Bunches
The complete subject is the whole noun phrase:  Bunches of flowers
The simple predicate is just the verb for the noun's action:  cover
The complete predicate is everything other than the complete subject (veb, objects, adverbs):  cover the float.
