complete/ whole

I heard that the electrician says we should have a ______ overhaul of the wiring.

A) complete
B) fair
C) whole
D) round

Answer A) is correct, but I think the word complete can also mean whole or total. So, why not C)? Please advise.

A matter of collocation, LC.  A complete overhaul, total recall, the whole kit and kaboodle, a round dozen-- all these words collocate differently.
