Complicated...participial adjective

New York is a complicated city. In this sentence, is "complicated" a participial adjective? Is "complicated" ever a participial adjective?

"complicated" can be an adjective, so I'd say it is an adjective here.
Of course, it is similar to "complicated", past participle, but it's not used as a past participle in your example.
