Is it correct to say, "Buying the right equipment and making good decisions are (or is) what keeps you safe.

I'd say are, and keep.  If the two actions were more closely related, i.e. conceivable as a single effort, then a case could be made for the singular is.

Singing and dancing is the way I make my living.
