How to comprehend the"as well as"?

Hi, teacher, below is a paragraph in the article, it's url is [link]

"The city of Glendale’s Sanitation Division provides a variety of residential and commercial services. Garbage and recycling is collected weekly and bulk (loose) trash is collected monthly. In addition, the city operates the Materials Recovery Facility (MRF) where recyclable materials are sorted and prepared for sale, as well as the municipal landfill."

Now I can't comprehend the last two sentences , I know what they probably mean and  just don't know the meaning of " as well as the municipal landfill " here. Is it the same meaning with "like" ?

 "as well as the municipal landfill = just like the municipal landfill, right?

Thank you for help(or helping?) my question in advance, you can point  my grammar out in my question if it exit.(how to say the red sentence in other words?)

as well as the municipal landfill = in addition to/besides the municipal landfill
