What do we mean when we say that somebody is cool?

calm, not upset? Any other meaning?

     These're two meanings i found in the dic which may help you understand when someone is said to be cool.
     1.marked by calm self-control (especially in trying circumstances); unemotional; "play it cool"; "keep cool"; "stayed coolheaded in the crisis"
     2.fashionable and attractive at the time; often skilled or socially adept; "he's a cool dude"; "that's cool"; "Mary's dress is really cool"; "it's not cool to arrive at a party too early"

ps: just in addition, when someone did fantastic things or things which are incredible, they could also be considered as 'cool'.

"Cool" has 3 meanings:

1- When talking about something that can be touched or felt, it means "a little cold".

example: "It's cool outside.", means it's a little cold outside, but not too cold.

2- When talking about feelings, it means "calm" or "relaxed".

example: "Don't worry, and keep cool."

3- When talking about how someone or something is (especially in Spoken or Informal English), it means "excellent", "fashionable" or generally "great".

example: "That dude got a very cool car."

See the 1st example which is "It's cool outside.", can have the meaning of no. 3 too, it can also mean "It's great outside, why are you staying in?".

Hi, I think that doesn't sound good, I mean, I don't think it's common to say "It's cool outside" with that meaning... or it would be unusual, I guess.

If someone was upset and now he's cool, then yes he's not upset anymore, he "calmed down".
