Neither, but your meaning is obscure

You have completed only 50% of the cargo for inspection (the other half has not been manufactured/packed/shipped)
You have only 50% of the completed cargo for inspection (the other half is not ready for inspection)
You have completed inspection of only 50% of the cargo (the other half has not yet been inspected, but is ready for it)

There are probably other possible permutations.
