I was thinking of going to Puerto Rico.Both are correct. The second version is commonly used in place of the first version to make the intention seem less strong - in casual conversation. If you get a negative reaction from the person you're telling this to, you can say, "But I changed my mind."

"I'm thinking of trying out for the Red Sox." (reply) "Wonderful! I think you'll make it!"
OR - You're crazy! What have you been smokin'?

"I was thinking of trying out for the Red Sox." (reply) "That would be stupid! You haven't got a chance." (response) "Yeah, you're right."

(present continuous vs. past continuous)

Even though the second one is in past tense, the listener assumes you mean you're still thinking about it. (depending on context, of course)

When I first started, I used to weight about 150-155 lbs. I've gained up to 10 lbs of muscles.
then I stayed at 165 lbs for a while because I wasn't getting enough carbs. I decided to eat a lot of ezekiel bread and it had been working fine!

My brother, who eats junk food, is stronger than me. However, he eats a lot of junk food. And I eat healthy. I am nearly stronger as him!

I look better than him, though, he has unwanted fat.
I am about %10-%12 of body fat, or lower. My brother is like %40-%60 of body fat, so go figure.
