Correct the sentence

Today I came across this multiple-choice question,
"----- Frances Perkins held the post of labor secretary for twelve years.
(A) The first woman appointed by a United States President to a cabinet position was
(B) The first woman appointed by a United States President to a cabinet position
(C) Appointed by a United States President to a cabinet position was the first woman who
(D) The first woman was appointed by a United States President to a cabinet position who"

The answer they give me is B. I am confused. I know that the other three are wrong. But don't you think we miss an 'as', if we choose B?
" As the first woman appointed by a United States President to a cabinet position, Frances Perkins held the post of labor secretary for twelve years."

Or we can just change held to holding , then A) will work.

As you say, all but B are definitely incorrect, so B is the answer.
I do think your version of it is better, if that eases your confusion.
I also agree that A works with the change you propose.

B works if you add a pair of commas.



The first woman appointed by a United States President to a cabinet position, Frances Perkins, held the post of labor secretary for twelve years.

You need to add commas after (B)...cabinet position, Frances Perkins, held the.....

Yes, it does. It does ease my confusion and worries. Actually, this question appeared in one TOEFL test. I guess typos might happen during copying, though, I still don't know the exact one.

But That's Ok, as long as I know what's going on.

As for adding a pair of commas, I don't think that sentence would be strong, I mean strongly organized, thought it's grammatically correct.
