'Never mind' is a way of saying 'it doesn't matter, don't worry about it'.
'No offence' is something people say after they have realised that they have inadvertently said something to offend the other person. In theory anyway. It often gets used when people deliberately want to say something offensive but by saying 'no offense' they are trying to pretend otherwise!
