Sorry for the confusion.  I’m referring to overtime on normal days which exclude Saturday, Sunday and public holidays.

This is just my opinion.  I'd use a comma after "days," and I'd use the singular form of the verb, "exclude  (excludes)

That is, the whole package, overtime on normal days, is singular.

Anyway, I'd say it depends on what you consider to be the antecedent of "which."  If you consider it to be "normal days," then "exclude" is correct.
