To Err Is Human is the first part of the following idiom:

To Err Is Human, To Forgive Divine

When people do things wrong we should try hard to forgive them because all people make mistakes.

To err is human => humans are not God. We are not infallible. Therefore, we will make mistakes. As humans, we are expected to make mistakes. To err means to make mistakes.
