Couldn't begin to guess

Hi,
please help me clarify the meaning of this sentence. Does it mean Y couldn't guess or didn't even want to guess, in the sentence:

What was going through X's mind, Y could not begin to guess.

It means that Y had no idea at all what X was thinking.
