cut off

One way an angry driver may react is to cut off another motorist. This, however, can cause both: serious accidents and disturbing movement. As a motorist tries to cut off another one he would shift from one side to another without signalling or looking.

What's the meaning of 'cut off' in this context? My guess is merging into a lane swiftly.

Thank in advance!

The angry motorist cuts in front of the other driver and then slows down drastically, forcing him to brake suddenly. It could be that he has overtaken the driver's car, or that he moves from his lane into the driver's lane.
