What does the following sentence mean? Does cynical mean not morally right in the below context?
This is a cynical manipulation of the situation for short-term political gain...

In the following sentence I would have written staff of 90 people.
The company has 90 staff, almost all on short-term contracts...

#1  In this context cynical generally means that someone is concerned only with their own interests and are contempuous of others.

 

#2 You could express it either way. The phrase as it stands is commonly used.
