By googling it I found that it refers to a 'motherly' talk show host who keeps her audience and staff hostage. So yes, that sounds like a very good interpretation.

the darling = used on TV in order to describe a popular celeb

hawk = someone who's a grabber, or one who's very militant
but it may be a play on:
