Describe an area

I wonder if this is correct:

"The site under construction covers an area between mountain A to the west and river B to the east."

Can someone tell me whether:

1. between ... and...

2. to the west, to the east

are the correct way in describing the area. For the first question,  I'm concerned whether "between...and..." should be "from... to..."

It sounds better to me to say "The site under construction covers an area from mountain A to the west and river B to the east."

Whichever way you say it, it will not be 100% clear whether the mountain (and even the river, perhaps it will be diverted?) are included in the area. If that's important, you'll need to be more explicit on that point. You might then say ''bounded by and including the mountain . . . and the river . . . '
