I think the word "cutesy" would do. You can use the word to describe boys  too.  Any person or thing.

One word that might best describe this is "coquettish" - a wonderful French word. The noun is a "coquette" and is basically defined as a girl who seeks to attract men but isn't wanting to be affectionate to any specific person. It is a little similar to the word "flirt."

You should use this word when you find  this person or thing annoying. You must not use this word in an approving way(it isn't a big sin if you did).

If you want to be rude
You can say "She is such a cutesy so and so.

If you don't want to be rude:

You can say "It is almost sickening when she tries to be that cutesy choozy-whuuzy".

In the above examples the adjective "cutesy" is used attributively. Try using it predicatively.

Cutesy is an adjective. You won't be finding choozy-whuuzy in any dictionary. It is a very informal term. I don't think they'd list it.

This so and so is not related to Teen Squad.
So and so is used instead of an offensive word.
