The chances that tropical storms will develop in a given  areas increase whenever the temperture of a large body  of water in that area exceeds 26 degree Celsius to a depth of about 60 meters.

Questions,

What does it mean " develop " ?

What does it mean " large body " ?  I have never seen noun phrase " a large body " before.

What does it mean " 26 degree Celsius to a depth of about 60 meters" ?

Is " to " in the noun clause comparing " 26 degree Celsius/a depth of about 60 meters" ?  Is that noun clause giving indication a comparsion ?

Thanks

develop=will arise, , come into being, be created
and use a dictionary for finding such meanings:

a large body of water= a large mass of water in the area (a sea, ocean, lake)
to=up to
no comparison here, it means that fact (the temperature being 26C) is valid until you reach 60 meters in depth
