Are there any difference between the two sentences?

Are there any difference between the two sentences? They both describe habits, but #1 stresses persistence, determination.

eg I've told you 100 times not to, but you will smoke in the kitchen. (The speaker in this case is irritated.)

My two cents.  Smile [:)]  I would have said #1 may stress persistence.  I don't sense that it absolutely has to.  I've heard will in this context used neutrally, though I admit it's usually in the 'll form for that kind of usage.
