What is the difference between "here you go"and "there you go"?

Hi,
I think no discussion involving 'there you go' would be complete without reference to the most famous use of the phrase.
In his Presidential Debates on TV, whenever his opponent tried to make a serious attack on him, Ronald Reagan just smiled patiently and began his rebuttal by saying 'There you go again'. What the audience understood RR meant was 'You are making a foolish and trivial mistake again, and I must patiently correct it again'.
In this way, RR destroyed his opponent so successfully that I can't recall his name.

Thanks Mr.Pedantic,Thank all of you who have contributed in this thread.Frankly speaking,I still can't fully understand the comprehensive meaning of the phrase,but your explanation helps.I believe that the reason why I can't understand it wholely is that I still need to learn more about English culture,that way I think the more I learn ,the more I know.
Do you know some website refer to English idioms or slangs?I am looking forward to hearing from you.; -) or Wink [;)]
