Difference between "being inactive" and "no activity"?

I saw the explanation of the word inactivity in a thesaurus,

A "a state of being inactive"

B " a state of no activity"

What's the difference between A & B?

I have a hard time saying how they are different. In both cases, it's not doing anything.

They're the same to me, too. So I'm wondering why the thesaurus gives it two items of explanation.

A.  I was just sitting there, lazy as can be, doing nothing.
B.  The streets were silent, dark, and empty.
