What's the difference between the two in the following context?

ello, I am an English teacher from China. I want to know if there is any
difference between the two relevant terms in the following context, "Man
proposes, God disposes" and "Man proposes, Heaven disposes". To me,
Heaven is substitution for God, since what the two terms refer to are so
close. In addition, I wonder if there is any shade of difference between the
two sayings referred to above. Thank you all.

I have only heard it as 'Man proposes, God disposes'. The meanings are the same, but it loses some of its impact without God Himself.
